Quebec North Shore & Labrador Railway Company - Certificate of Fitness

Certificate of Fitness issued to Quebec North Shore & Labrador Railway Company by the Canadian Transportation Agency (Agency) pursuant to subsections 92(1) and 92(2) of the Canada Transportation Act, SC 1996, c 10 (CTA), which permits the Quebec North Shore & Labrador Railway Company (QNS&L) to operate a railway as set out below:

  1. between Sept-Îles, Quebec, and Emeril Junction, Newfoundland and Labrador;
  2. between Emeril Junction and Wabush Lake Newfoundland and Labrador; and
  3. between Wabush Lake Junction and Labrador City, Newfoundland and Labrador.

The segment of railway between Ross Bay Junction and Wabush Lake Junction, Newfoundland and Labrador, will be operated by virtue of a running rights agreement with Northern Lands Company Limited.

As per Schedule IV of the CTA, QNS&L is authorized to operate a railway, which includes the carriage, per calendar year, of:

  • less than 4,000 tonnes of toxic inhalation hazard materials; and
  • other dangerous goods, other than crude oil, as defined in section 2 of the Transportation of Dangerous Goods Act, 1992, SC 1992, c 34.

QNS&L cannot carry crude oil until it establishes to the Agency’s satisfaction that it meets the related statutory insurance requirements.
